Pixlr has an excellent set of tools that rival many software image editors. It has a full set of selection, drawing, retouching, cropping, resizing, and warping tools.
You can add text, do all kinds of basic and advanced lighting and color adjustments, apply numerous filters, and supports layers with blending. The web app runs in any browser so that you can use it anytime anywhere withou installing the application on your device.
Unfortunately it does not work easily with online photo-sharing sites and it relies on Adobe flash player which needs to be enabled on any supported web browser upon using this tool.
