Introduction
This is a listing of 75 sites that legally offer free romance books, for reading and listening (audio).
All of these sites listed have content that is legal for them to distribute and for you to read and or download. If you find that any site listed is offering content that can not be legally transferred, please let me know in the comments below.
This list is not comprehensive and if you know of any other sites please post in the comments below or at our forums.

Romance Novels (Reading)
2020k has a good size collection of links divided into sub-categories such as historical, fantasy/ghost etc. This site has a habit of throwing some unrelated works into the subcategories, but most of these appear OK.
Alexandra Marell offers 4 of her works for free download after free registration at her site.
AllRomanceBooks offers 278 free romance ebooks. Registration is required.
Amazon has 50 free romance novels for download in kindle format.
BesteBooksWorld has about 60 novels in its romance category and sub-categories for adult and young adult. Since they link to other sites, the download and viewing options vary.
BookYards (Romance) 162 novels available for download in pdf
BooksForABuck offers the romance novel "Private Lies" for free download in a variety of formats.
BooksShouldBeFree has a large collection of classic romance audio books for download in MP3 (zipped) and also has links to text versions of the books.
BrowzerBooks now hosted on Talewins, offers some classic works for reading online or download in pdf or in exe format (simulates book pages turning). They also offer some unique works that they have commissioned to be updated. Free registration is not required, but will notify you of their latest listings and allow you to forward the books on to others (with a "from me" page added).
Chris Lusser offers three of her romance novels for free download in several formats.
ClassicLiteratureLibrary offers the public domain works of Jane Austen and the Memoirs of Jacques Casanova for online viewing.
DailyLit has 14 classic romance novels available in installments that are mailed to your email or by RSS feed.
eBookNook (Romance) Around a hundred love stories available for reading online
eBooksJustPublished Interesting collection of DRM free eBooks listed daily. These listings link out to other sites and therefore the download options vary. Generally these are new books by relatively unknown authors.
eBookTakeaway has 62 free novels in its Romantic genre and 6 free novels in its Romantic Comedy genre. All are available for download in pdf, HTML or ebook text.
Ellora's Cave offers 80 free reads for download. Free registration is required.
EveryonesReading is offering 12 free romance novels for download in several formats. This is a follow up to there previous offer of 10 free works. These are orignal works not offered elsewhere.
FeedBooks offers 179 classic romance works in its public domain section. Its original works section has 89 works. Available for download in several formats.
Felicity Heaton offers 9 short stories for free reading online.
FictionPress is a growing network over 1 million writers/readers, and home to over 1,200,000 original works by unsigned authors. The romance section has almost 80,000 entries of short stories and full length novels. Available for free online viewing.

FreeRomanceFiction offers 5 free works available for download in pdf. These are in their Holiday, Paranormal, Erotic and historical subsections. There may be works added in the future.
GetFreePdf 13 unique and original romance novels available for download in pdf.
Globusz has 5 classic romance novels for free download in exe or free viewing online.
GoogleDirectory has links to sites offering free romance novels. Many of these are links to author sites and there are some unique entries here.
Harlequin offers 16 full length romance novels for free download in pdf. These are entries from their collection.
Hopcott offers a few novels and several short romance stories for free reading online.

Kallysten has a good number of works available for free download in pdf.
KimberlyComeaux offers 2 of her full length novels and 2 short stories for free reading online.
KnowledgeRush has a small listing of classic romance works available for download in text or HTML, with some Microsoft ebook downloads.\
Librivox has over 200 classic novels available for free. Although mostly know for its excellent collection of audio books. A poster named Les has pointed out that they also have links to online viewing sites for all of its large collection of audio books and also download links.
Luisa Green offers 3 of her romance ebooks for free download in pdf.
ManyBooks (Romance) 1118 novels available for download in a large variety of formats
MemoWare (Romance) 153 books available for download in varying formats
Mills&Boon offer online reads of romance novels from best selling authors. These are released in serials, with a new chapter every 2-4 days, but older releases are available making this a nice collection.
Montware offers the full length Irish romance novel, Caroline, by Una (Lavery) Montgomery for free reading online.
Namiko offers her romance novel, "A Japanese Dream in 79 Letters" for reading, and download, in pdf. A German romance novel, "Sebastien und Send Engel" is also available at the site.
NightOwlRomance has 6 interesting romance novels available for download in pdf.
OnlineNovels has a very large collection of links to original and unique romance novels. These link off site so download and viewing options vary. Link here is to Romance A to E, but scroll down left side for 5 other sections, including Harlequin works.
Payton Lee offers 17 of her romance works and several short stories for download in pdf. The downloads are at LuLu, which supposedly requires registration to download, but I was able to download and did not have to register.

Racy Li offers the racy (18+) novel, "Demon Rescuer" for download in pdf.
ReadaRomance offers a good size collection of romantic short stories for online viewing.
RKPHunt offers 5 full length novels for online reading. One of the novels may be read without registering (free). The other require registration. There are also some other works available for reading after registration.
RoadtoRomance has a listing of links to free romance novels for download in pdf or reading online. Some are duplicates of this listing, but others are links to author sites.
RomanceatHeart the online romance magazine has links to free online romance novels and short stories. There are some unique entries here. The links vary as to reading online or download in different formats.
RomanceCorner offers quite a few short works for online reading. They look to be adult oriented works.
RomanceNovelTV lists 7 romance novels available for free Kindle download at Amazon.
Romantic4Ever offers 2 free ebooks by author, Joan Reeves, as well as some short story romance fiction for reading online.
RomanticMarriageStories features romance works about married life. These short stories present a high view of marriage and portray the fun a romantic couple can have in a happy and sexy marriage.
Rosie'RomanticWritings offers the romantic novel, Forever More, for free reading online.
Sarah Reinke has made several of her romance novels, and some non-romance novels, available for download in pdf. These are for mature audiences and you must be over 18 years of age to download.
SiyongLin offers 2 free novels from her Rosedawn series for free reading online.
StoriesRUs has the romantic novel "Romantic Venture" available for online reading.
TheLiteraturePage has 23 classic romance novels, plays and poems available for online viewing.

Romance Books (Audio)
AudioBooks has 2 romance novels: Lancelot:Knight of the Cart and Tristan and Iseult available for download. You must register (free) to download.
AudioBookTreasury has Jane Eyre and Sense and Sensibility available for download in MP3 or Zip and for listening online.
AudioLiteratureOdyssey has Persuasion and Lancelot: Knight of the Cart available for download in very good quality MP3. Also, some poems and sonnets and short stories.
BooksShouldBeFree has a large collection of classic romance audio books for download in MP3 (zipped).
FreeAudioBooks.co.uk has 24 classic romance novels for free listening online.
LibriVox has a large number of Romance audio books for free download in excellent MP3 quality. there is also a large number of works in progress, so this site's listings is always growing.
Lit2Go has several books available for download in very good quality MP3. The downloads are separated into chapters. You need to enter "romance" as keyword at search.
PodioBooks has three unique Romance novels available for download in very good quality MP3. These were originally released as podcasts (and still are) but most are completed. This collection will not be found elsewhere.

I have been away from Gizmo's for a while, but just updated the reading section of this genre.
All links there are now good and I have added some new ones.

Could you change the link though? "Registration is required, but free." What BrowzerBooks actually does is offer hundreds of titles for free, with NO registration required and no cost involved.
Yes, we do have a sign-up option where we can keep visitors posted on our new titles in a weekly newsletter. Members are encouraged to pass out copies of our titles for free and we'll even insert a "Here's A Free Gift From (me) page in the copies they give away.
While it is true we have a lot of the best classics available, We are hand-picking other novels (and books) coming out of old book stores, and paying authors to update them, modernize the structure, and we make substantial changes in the format, adding illustrations, etc. These too are available to members as soon as they roll off the line.
One last thing.. Besides conventional pdf books we have books with pages that look like they turn, in an .exe format invented by a Hungarian. Plus we have several options in .pdf that create slideshows or tap your space bar to advance to the next page -- and we are looking at pdfs with the option of talking about the page our reader is on at the moment. So, life is pretty exciting.

I have a BIG question for romance readers. Several years ago I read a romance book. Cannot remember title or author. Maybe you can help.
Man a big blond photographer. Working one summer at childrens camp and meets girl. Short romance and she thinks he is married. Leave town when finds she is pregnant. Marries man she is working for and he wants to raise child as his. Meets photographer years later when he is working for husband.
If anyone can tell me title or author of book I would really appreciate it.

Each e-book i got free, and fell in love,and bought the rest of the Series. I am so thankful! there are honest people out here
