Introduction
This is a listing of 65 sites that legally offer free Western fiction ebooks.

All of these sites listed have content that is legal for them to distribute and for you to download and/or read online. If you find that any site listed is offering content that can not be legally transferred, please let me know in the comments below.

Westerns
2020k (Westerns) [8] around 100 books available for download in a variety of formats. Note: Most of the links here are working, but there are a number that lead to BookRags, which are not free anymore. Unfortunately, there is no way of telling where the link goes until you click the link. Since they did fix the issue with archive.org links, hopefully they will fix this. Thanks to Marie99 for pointing this out.
Amazon [9] "JerseyTomato" has put together a list of 40 free western novels for download for kindle at Amazon. There may be more, but they are difficult to find and this is a good starting point.
Amazon [10] has 26 free novels in its best sellers western ficiton category, Also, a search of Western Fiction [11] and sort price lowest to highest brings up a good number of free works. Registration required and there are residency limitations, the link is to the USA site.
Arthur's Classic Novels [12]Good collection of classic Western fiction in its Westerns bookshelf. Collection is sorted by author and all are available for free reading online without registration.
Author Stand [13] has about 30 free works in its Western fiction category available for free download in PDF after free registration. These are unique works from unpublished authors.
Barnes & Noble [14] 
has 340 free ebooks in its Books>Westerns genre available for free download in EPUB. These are also broken down into several sub-genres. Free registration is required.
BiblioFaction [15] has 34 free western short stories available for free reading online without registration.
Black Mask [16] has a number of posts regarding western fiction. Some are just discussions of old Western Pulp magazines, but there are some posts on recent free Western Fiction literature that will not be found elsewhere.
BooksShouldBeFree [17] has 17 western novels available. Although a audio book site, all of their books have a link to the corresponding Gutenberg page where there are several download options.

BrowzerBooks [19] offers 10 western novels for online viewing and 5 novels for download on its Westerns page as well as 15 westerns books for download on its Old Time Westerns [20]page.
B Western Cowboy Comics [21] links to a huge collection of comic books of Western classics and of western movie heroes. This is a constantly growing collection and has separate pages of audio and video Western fiction.
Classic Reader is a site that only ists works by author name and not by genre, but has a good deal of Zane Grey [22]as well as works by Andy Adams [23] and William MacLeod Raine. [24] All are available for free reading online without registration.
Daily Free Books (UK) [25] monitors Amazon (UK) for its daily free offerings. They offer genre selection as well as sorting by time (including since your last visit). They also offer free listings from Smashwords, which can be viewed with the Amazon offerings, alone or not at all (Amazon only). They have over 6,000 free ebooks listed. Daily Free Books (USA) [26] monitors Amazon (USA) for its daily free offerings. They offer genre selection as well as sorting by time (including since your last visit). They also offer free listings from Smashwords, which can be viewed with the Amazon offerings, alone or not at all (Amazon only). They have over 6,000 free ebooks listed. DigiLibraries [28]has 213 free Western fiction novels online. These are available for free download in EPUB, MOBI, PDF and for free reading online. A lot of unique entries here.

FreeOnlineNovels [40] has links to about 100 western novels. These are links offsite, so download/viewing options vary.
Free Read Feed (UK [41]) has over 5,000 free ebook listings from Amazon (UK). They monitor recent free offerings as well as showing some that are always free. Like their USA counterpart below, the site offers sorting by genre, time offered, length and popularity. This link is to the Western genre listings, which had 23 free ebooks at the time of this post. Free Read Feed (USA) [42] regularly posts, throughout the day, the limited time free ebook offerings at Amazon (USA). This is an extensive listing of the free ebook offerings, showing the genre (with option to eclude that genre or show only that genre in results) and the length of the ebook. They have some filtering options, length of ebook and date of free offering as well as a large genre listing option to exclude genres (click on Pick from a list). Frontier Tales Magazine [44] offers free western short stories for reading online. These are uniquue works.
Georgia Download Destination [45] has 162 free classic ebooks in its Western genre listing available for free download in EPUB without registration. These are works from Projectt Gutenberg, but the easy layout and quick download here will appeal. You have to press the Western genre link on the left as they do not allow links directly to the genres.

Munsey'sMobile [59] offers about 250 free full length classic western novels. These appear to be different entries thatn the main Munsey's site above. They offer HTM and XML as well as download in PDF, PRC. The vast majority also offer ePUB download.

OpenLibrary [61] lists 1221 westerns works, including 421 enovels available for free in a wide variety of formats and for reading online.
Overdrive [62] provides direct free downloads of 162 free ebooks in Western genre. Although Overdrive is generally for use with a library membership, these are direct free downloads in EPUB. Note that this does not display properly in my Firefox and I have to use the arrows to move up and down the pages.

The Western Online [75] is a webzine "dedicated to the old west" and they offer free Western fiction short stories for reading online. These are new and original works.
Western Poetry [76] besides posting western poetry this site also has links to the collection at the Internet Archive for several of the more well known Western fiction writers.
Western Settler Saga [77] has links to 2 free Western novels at Smashwords, which means they are available for free download in a wide variety of formats as well as free reading online.
