Best Free Blogging Platform [1]

I'm working on a review of the best Free Blogging Platform. Wordpress [3] will be my number one choice based on the features, plethora of free themes/plugins, and the ability to use it as an alternative to create/host a web site (static content). Blogger [4] will be my recommendation for easiest to use.

I welcome comments on your preferences, favorite plugins/themes
