I've never found the Linux bottom panel to be intrusive space wise, although you might like to look first at Ubuntu with Unity which comes how you describe out of the box (although you will still have one horizontal panel)

Alternatively, you can always install the Unity desktop into Mint.
Buy a Hoover and prove technology sucks.
