Project DogWaffle is an excellent suite. It comprises of a comprehensive set of customizable brushes, including lots of effects and filters, color gradients and much more. The program has all tools an artist may need and I can say it is a feature-rich digital painting application.
But it has some downsides too. One of the main downsides is its development that I think has stopped because the developer has not shown any interest in the free version for quite a long time.
The freeware is still at V1.2 while the commercial version is now at 8. It is getting outdated day-by-day as no new development news has been released from the developer for the freeware version. At present it seems that the developer is only focused on their commercial product.
It has been noted that the free version runs slowly on older PCs. Another problem with this program is that it only handles BMP and Targa files.
Its appearance and menu controls may look unfamiliar to new users, even though the program is packed with a lot of tools and powerful settings that make it a totally artistic program.
If you prefer any other open-source or full freeware products under constant development, you might want to look else way.
