This is a listing of 75 sites that legally offer free romance books, for reading and listening (audio).
All of these sites listed have content that is legal for them to distribute and for you to read and or download. If you find that any site listed is offering content that can not be legally transferred, please let me know in the comments below.

AllRomanceBooks [9] offers 278 free romance ebooks. Registration is required.
Amazon [10] has 50 free romance novels for download in kindle format.
BesteBooksWorld [11] has about 60 novels in its romance category and sub-categories for adult and young adult. Since they link to other sites, the download and viewing options vary.
BookYards (Romance) [12] 162 novels available for download in pdf
BooksForABuck [13] offers the romance novel "Private Lies" for free download in a variety of formats.
BooksShouldBeFree [14] has a large collection of classic romance audio books for download in MP3 (zipped) and also has links to text versions of the books.
BrowzerBooks [15] now hosted on Talewins, offers some classic works for reading online or download in pdf or in exe format (simulates book pages turning). They also offer some unique works that they have commissioned to be updated. Free registration is not required, but will notify you of their latest listings and allow you to forward the books on to others (with a "from me" page added).

Librivox [49]has over 200 classic novels available for free. Although mostly know for its excellent collection of audio books. A poster named Les has pointed out that they also have links to online viewing sites for all of its large collection of audio books and also download links.

Mills&Boon [53] offer online reads of romance novels from best selling authors. These are released in serials, with a new chapter every 2-4 days, but older releases are available making this a nice collection.
Montware [54] offers the full length Irish romance novel, Caroline, by Una (Lavery) Montgomery for free reading online.
Namiko [55] offers her romance novel, "A Japanese Dream in 79 Letters" for reading, and download, in pdf. A German romance novel, "Sebastien und Send Engel" is also available at the site.

Lit2Go [82] has several books available for download in very good quality MP3. The downloads are separated into chapters. You need to enter "romance" as keyword at search.
PodioBooks [83] has three unique Romance novels available for download in very good quality MP3. These were originally released as podcasts (and still are) but most are completed. This collection will not be found elsewhere.
