All of these sites listed have content that is legal for them to distribute and for you to download and/or read. If you find that any site listed is offering content that can not be legally transferred, please let me know in the comments below.
Also, I would appreciate it if you would post comments about any sites that you like or do not like so that information can be added to the site's listing here. This would help new users to decide which sites to try.

Computer/Internet Books (Reading)
2020k (Computers&Internet) [9] large collection nicely sub-categorized links to downloads in varying formats. Note: Most of the links here are working, but there are a number that lead to BookRags, which are not free anymore. Unfortunately, there is no way of telling where the link goes until you click the link. Since they did fix the issue with archive.org links, hopefully they will fix this. AllPDFBooks [10] has 19 computer books for free download in PDF.
AVG [11] 
the security software maker offers several free ebooks on internet security, privacy, social media and making the most of life online. All are available for free download in PDF.
Barnes & Noble [12] has 191 free ebooks in its Books>Computers genre available for free download in EPUB. These are also broken down into several sub-genres. Free registration is required. There are also 10 free textbooks for Computer Science Textbooks [13].
BookBoon [14] has 60 free books in its IT & Programing category available for free download in PDF without registration. You do have to provide an email address (nothing is sent) and answer 3 questions to get the free download. All the books are available in one zipped download.
Book Gold Mine [15] has links to free Computer Science related courses and materials around the web. Some of the links are dead, but there are enough live ones to make this a valuable asset.
BookRix [16] is a mix of classic and new ebooks. There are over 16,500 free ebooks available in several general categories. This link is to their Computer listings. The reading online is in a popup window that reads as an ordinary book. There are some classics that can be found elsewhere, but there are also many unique entries here. The adult oriented books require registration to read or download. Downloads in epub, Sony, Stanza (iPhone) or their BookRix formats.

BusinessBookMall [18] has a large collection of computer textbooks available for download in PDF.
Calibre Open Books [19] has 9 free ebooks in its Computer/Software/Internet category. Download and viewing options vary as these are links offsite. These are recent works, not classics
Centsless Books [20] monitors Amazon (USA) for the top 100 free ebooks in the Computers & Internet genre. Updated hourly.
ChestofBooks (Computer) [21] 4 books available for online viewing.
College Open Textbooks [22] offers free textbooks in 24 different subjects. Many are in wiki form at WikiBooks, where they may also be downloaded as PDF and some that I looked at were available as PDF. No registration required. This link is to the Computer Science section and has a large collection of links offsite (so download and viewing options vary).

Daily Artisan [24] has links to a good number of free ebooks and guides regarding Linux and some distros. The links are offsite, so download and viewing options vary.
Daily Free Books (UK) [25] monitors Amazon (UK) for its daily free offerings. They offer genre selection as well as sorting by time (including since your last visit). They also offer free listings from Smashwords, which can be viewed with the Amazon offerings, alone or not at all (Amazon only). They have over 6,000 free ebooks listed. This link is to the Computers & Internet genre listings for Amazon and Smashwords. There were 155 free ebooks listed at the time of this post.
Daily Free Books (USA) [26] monitors Amazon (USA) for its daily free offerings. They offer genre selection as well as sorting by time (including since your last visit). They also offer free listings from Smashwords, which can be viewed with the Amazon offerings, alone or not at all (Amazon only). They have over 6,000 free ebooks listed. David MacKay [28] offers his ebook, Information Theory, Inference and Learning Algorithms, for free download in PDF without registration.
DevelopNew [29] a good collection of free computer software books available for reading online.
DigiLibraries [30] has 32 free ebooks in its computers category. Most are available for free download in PDF, MOBI and EPUB, as well as free reading online.
Digital Book Index [31] provides links to free books around the web. This link is to their collection of links under Computer. You can also check the subject listings for sub-categories under computer.

EBookOffline [36] Bills itself as "Your ultimate source for free Computer Referencing online" and it certainly appears to be that. A huge collection of links in a wide variety of categories. eBooksForAll [38]has 109 free books in its computers category. These are divided in to 12 sub-categories All are available for free download in PDF.
eBooksFreeNet [39] has 10 free books in its computer category available for free download in PDF. These are a sociological look at computers and the internet as opposed to technical works.
eBooks-Junkie [40] has over 1500 free ebooks in its Computers & Internet genre listings. These are gathered from sites around the web, so download and viewing options vary.
eBooks On Everything [41] has 12 free ebooks in its Computers & Internet category. All are available for free download in PDF without registration.
eFree Books [42] posts a large selection of limited time free ebook offerings from the several Amazon sites around the world (UK, USA, CA, DE, FR & IT). There are quite a few posts daily and each post is about a specific genre. email updates are available. A search for computers will show the daily listings of free ebooks under Computers and Internet.
eReader IQ [43] due to the changes in Amazon policy, they now offer an "abbreviated" listing of the limited time free book offers from Amazon . They have a nice selection of genres to narrow the listings. eReader Love [44] monitors Amazon (USA) for limited time free ebook offerings. This link is to their non-fiction Computers & Internet genre listings and at the time of this post, there were 2 free ebooks listed.
eServer Technical Communications [45] has 875 works in its software section and 161 in its web design section (although a number were no longer available) as well as some articles in its other sections.
Foboko [46] has over 2400 free ebooks divided into various categories for free reading online or free download in TXT, PDF, EPUB, MOBIPocket and direct send to Kindle. Free registration is required (I have received no spam) and there is a limit of 5 downloads per month (no limit on reading online). There are some unique entries here. Free eBooks Daily [58] monitors Amazon's limited time free ebook offerings in the Computers category.
Free eBooks Net [59] has 120 free ebooks in its Computers & Internet category. All are available for free download in PDF after free registration. There is a limit of 5 free ebooks per month with the free membership.
Free Kindle Books [60]Deha Solutions provides a listing of free Computers & Internet ebooks at Amazon (USA).
Free Kindle Books UK [61] monitors Amazon (UK) for limited time free ebook offerings. Posts a large listing daily. The listing is separated into many genres, but there is no link to each genre. Search for Computer to find several free ebooks daily.
FreeProgrammingeBooks [62] has a very large collection of programming ebooks in 33 categories available for free. Most are available for download in pdf. Others for viewing online.
Free Read Feed (UK [63]) has over 5,000 free ebook listings from Amazon (UK). They monitor recent free offerings as well as showing some that are always free. Like their USA counterpart below, the site offers sorting by genre, time offered, length and popularity. Free Read Feed (USA) [64] regularly posts, throughout the day, the limited time free ebook offerings at Amazon (USA). This is an extensive listing of the free ebook offerings, showing the genre (with option to eclude that genre or show only that genre in results) and the length of the ebook. They have some filtering options, length of ebook and date of free offering as well as a large genre listing option to exclude genres (click on Pick from a list). FreeSoftwareBooks [65]has a large collection of links to free ebooks and tutorials in a wide variety of categories. Many of the links are to older works, but still worthwhile. Some of the links have expired, but most still are working. Since the links are offsite, viewing/download options vary.

FreeTechnologyAcademy [67] offers free ebooks for download in editable doc format as part of their learning modules. If you want to learn about Linux and free software, this is a good place to start.

Gibson Digital Library [70] has a small collection of Technology Novels available for free reading online without registration.

Green Tea Press [74] has a dozen of their books for free download in PDF or free reading online. These appear to be quality texts.

Heidoc [76] offers search by genre of the limited time free offerings at Amazon (USA). Daily updates by email are available and you have the option to select updates only for certain genre(s). This link is to their Computers & Technology free ebook listings.

InPictures [84]is not an ebook site, but it is worthy of inclusion here as its free tutorials based upon pictures is a great start to learning the various features of Microsoft Office, Open Office, Web Layout and Web Programming.
In-Tech [85] offers 80 full length books for free download in pdf (zipped). Large selection on the topic of robotics. There are also about 2000 journal articles available here for free.
Invent With Python [86] offers the free ebook, Invent Your Own Games With Python, for free reading online or free download in PDF without registration.
KingZone [87] has a very nice size collection of free ebooks available in 13 categories (programming languages) for reading online or download. The vast majority are for reading online.
Kobo [88] has a large number of free ebooks and the best way to find them is to conduct a search and filter the results price low to high. This link is to a search for "computer". More could be found using more specific terms. Many of the results are recently published ebooks.
Learnr Pro [89] provides links to free ebooks on computing around the web. Free registration is required.

Mockup Builder [97] provides a Pinterest listing of free ebooks about web, mobile and UX design from around the web. Download and viewing options vary.
MSDN Blogs [98] offers a free copy of the book, Introducing Windows 8: An Overview for IT Professionals, Final Editiion, for free download in EPUB. This from a post [99] of Rob Schifreen here at TSA.
Nobooko [100] has 145 free ebooks in its Computers genre listing. Most link to Kobo and are available for free download in EPUB after free registration (no credit card needed) at Kobo. Since Kobo does not offer genre listings for its free ebooks, this is an excellent resource. There are some Smashwords links in the results also.
oBooko [101] has 4 free books in their Computers and Internet category. The ones I looked at were PDF in zipped files. Free registration is required, but no spam at all received by me.
OnlineComputerBooks [102] - Good selection of free computer books in a wide variety of categories.
OnlineFreeeBooks (Computer,Programing,Technology) [103] nice collection divided into sub-categories for download mostly in pdf.
Online Programing Books [104] has a good size collection of free computer programing books nicely divided into many subcategories. These are links offsite, so download and viewing options vary.

Oracle [106] has a large collection of Java tutorials available for free reading online without registration. Also available for free download [107], without registration, in MOBI and EPUB.
O'Reilly [108]has an open books project where some of the books were created as open source and others have been added as they are no longer in print. While most are older, there is still a good deal of relevant information here.
PDF Titles [109] has 82 free ebooks in a search of Computer. Despite the name of the site, these ebooks are all available for free download in a wide variety of formats, including PDF, EPUB and Kindle compatible formats. There is a large selection of sub-genres where additional works might be found. A very nice collection with some unique entries.
PlanetPDF [110] has 5 free works in its Developer books section available for free download in PDF. Some of the books are available in several editions for free.
ProgrammingeBooks [111] has a very nice collection of downloads and links for a wide variety of programming languages.
Project Gutenberg Self Publishing Press [112] has 214 free ebooks with a tag of Computer. All are available for free download in PDF.
Pupil Garage [113] has a large collection of free ebooks and other materials in its Computer Science category listings. These are all available for free reading online or free download in PDF without registration. There are a large number of sub-genres listed to help narrow your search.
