Microsoft re-releases the Windows 10 October 2018 Update [1]

Microsoft is re-releasing the Windows 10 October Update (version 1809) but don't expect it to appear in Windows Update right away.

Microsoft is planning a "slow, measured release" of Windows 10 and Windows Server 2019, which had the same issues. You might find the update if you manually check for it through Windows Update, or you can download it directly if you want to install it sooner. You might want to hold off on manually checking for updates or downloading the latest build since there's one unresolved issue that Microsoft has acknowledged [3]. The bug breaks some file associations on some Win32 programs. Some programs such as Notepad and Photoshop can't be set as the default using the Open with... or Settings > Apps >Default apps. Microsoft's time frame for this issue to be fixed is late November 2018.

If you want to download Windows 10 version 1809 now, you can get it at the Microsoft Windows 10 page [4] or at the Microsoft Update Catalog [5].
The Microsoft Update Catalog has the re-released Windows Server 2019 and ARM64 updates in addition to the 32 and 64 bit Windows 10 (1809) versions. The Windows 10 update history [6] page is a good place to check on updates and issues.

Update: There's a bug in iCloud for Windows. Microsoft is working with Apple on a fix, in the meantime, PC users with iCloud are blocked from installing this update. Trying to install it will get you a Windows doesn't support that version of iCloud message. (h/t 9to5Mac [7])

If you still run 32 bit programs on your system, you might want to wait to update. So far the list of programs where file associations are broken is small, but there are probably more programs that it would impact.
