Default Other files?

I've got a Win8 jr. phone by Blu and there is a file that says "Other" and it's 1.23gb but the phone or my computer will not read these files. I want to know if I can delete them for more space.
It's says it doesn't recognize the file types.. it recommended attaching to your computer to manage them but as I said my computer doesn't recognize also..
Any ideas?

I have 'other' listed on my Windows Phone. One instance in 'phone' and one on the SD card. The one in phone is empty, the SD card one is 500MB.

Try connecting your phone to your PC then open the drive 'phone' - 'SD card' or whichever, then click the 'view' tab, tick the box 'Hidden Items'. You should then see the files. They may be 'Languages, Countries, Fonts' etc. Whatever, but if you select to show 'hidden items' you should see them.

It still doesn't show the "Other File" too bad it's a 1.25gb I would love to have at least some of it so I can update Win8.1

Would it not be possible for you to backup your stuff, reset your phone and then do the update?

Resetting will clear the 'other' file and that should give you the space to update. Just a thought.
