Well, after only a couple of weeks, Descent OS has been re-released with a fall-back from Debian Sid to a Wheezy base. This now does make sense and also justifies their discontinuation of the legacy V3 release. This will improve stability and also confirms the original purpose of this distro which will appeal to a lot of folks who don't need bleeding edge technology and the bugs that come with it.

I feel for the lead developer Brian Manderville. I believe he genuinely wants to put the best product out there. Not to seem disparaging but he's taken on a large project by introducing hpkg. This is but another departure from the mainstream and I'm afraid it only pushes the distro further into obscurity. I've always said good distro's have to start somewhere so at least this one has a pretty good team (albeit small) behind it.

The are going to the same path as SolusOS. If I remembered correctly, they also are making Distro from scratch.

Indeed. Nice to have these individual efforts instead of just another spin "based on" something, but folks will soon lose interest if they don't work. Just admire the commitment necessary to do this when it is so much easier to grab a 'buntu off the shelf and "fix it".

True that some are not much more than that but even they might satisfy some users who prefer the look over the standard issue and maybe appreciate a smaller community.
