Default Download Speed limited to 10Mib

I have been having issues with qBittorrent limiting my download speeds to exactly 10Mib/s, no matter how many simultaneous downloads I have, the total download of all of them is exactly 10Mib/s. I came across your guide for optimizing qBittorrent for speed and that didn't help.

My speed test results are 943856Kb/s download and 42500Kb/s upload. I have had "Success" on canyouseeme with my specific port that I am using in qBittorrent and the files I am downloading are good and have 4000+ seeds.

I recently had a Mobo failure and prior to that I was getting close to 50Mib/s on some torrents with a lot of seeds, but with the new Mobo, I am stuck at 10Mib/s. I have tried setting up port forwarding and that didn't help either.

If I turn on my VPN, my speeds will get up to about 15Mib/s, where with the old Mobo my speeds would drop quite a bit when turning the VPN on, but the fact that the speeds are increasing with the VPN on, leads me to believe it is some sort of networking issue.

I have a motorola arris SB8200, the EERO whole home wifi system, and an apple time capsule in bridged mode that all my devices are connected through via ethernet.

**UPDATE**
So I unplugged the ethernet cable from the PC and just used Wifi and tried another DL and I was getting normal speeds, so it has to be an issue with configuration somehow. What do you guys think?
