Tab Wheel Scroll didn't do the trick and neither did Scroll Tab.

p.s. mind you, ctrl+tab ain't that bad (to go forward in open tabs at least).

I don't use them usually, but I did install them to make sure they did what you're looking for. They both worked fine, Tab Wheel Scroll being the better of the two, I think. Maybe it is because you're on the beta version, and that's the risk you take using beta versions of anything - things may not work as expected and, as you pointed out, the Opera extension hasn't been updated in a long while.

You can do it by using keyboard shortcuts though, Settings - Browser - Configure Shortcuts.

Switch left through tabs = Ctrl+PageUp

Switch right through tabs = Ctrl+PageDown

Keyboard shortcuts are not something I use often but it does work and you can configure them to your own liking. Not what you wanted, using the mouse wheel, but it's maybe an option for you if you can't get the extensions to work and there are several other tab keyboard shortcuts in the settings.

Well if you like shortcuts and would prefer them to using an extension and the mouse wheel you can make it even less complicated by going to Settings - Browser - Enable advanced keyboard shortcuts.

Then you can scroll left through tabs by pressing 1 on your keyboard, and scroll right through tabs by pressing 2. Can't be less complicated than that - if that's what you want.

If you do enable the advanced shortcuts, click the link 'Learn more' and you can see all the rest of them on the Help page.

For the record.
Did install Opera stable with Tab Wheel Scroll but still a no go.

Btw, is it possible to assign hotkeys to bookmarks?

Ctrl+D = save a page to bookmarks

Ctrl+B = save a page to the speed dial

Ctrl+Shift+B = open the bookmarks manager

Ctrl+Space = open the speed dial

I don't know if there's a way to assign keys to specific bookmarks.
