I don't think it works the way you write about it. There is not just one aspect of flash player that you won't use, which will make you safe. It's the whole flash player... it's the same whether you use in some flash based chatroom, or watching YouTube. Same flash player is used everywhere.

And yes, old versions of flash player are known to have security vulnerabilities, so it's always good to install the latest version.

And it's not like someone will target you... but you can catch a malware while you visit a site that has been compromised, or from a site where a hacker is targeting users. Good to be careful.

is that why this site keeps asking for flash? jk

I updated already, I just wish flash wasn't a all or nothing thing. Maybe I thought it was? Like it used a different part of flash for games, another one chatrooms, etc for each type of flash there is

No, I don't think there are different types of flash. There is one Adobe Shockwave Player though.. that is also used on some sites, but it is not used much these days.
