Had the same problem with the settings window, couldn't understand it but then noticed that Vivaldi had auto disabled µBlock Origin - I'd had Yandex do the same also. So, long story cut short, I removed µBlock Origin and replaced it with µBlock. Problem solved for me. Settings window opens every time.
If you can't get into the settings window use this instead; vivaldi://settings .... which opens settings in a tab. You can add it as a speed dial as a temporary workaround if need be. Not sure what you mean - alternative theme for borders. So can't help you there. Don't know what the problem is with µBlock Origin, but I have a feeling it was responsible for Vivaldi being slow to start and one or two other issues. Browser works much better without it so onwards and upwards. µBlock works fine for now. I don't have much time to mess about with it at the moment, although it could be how I had it set, filters etc. Yandex just wouldn't run it at all and warned it was trying to change privacy settings. Perhaps Vivaldi was trying to do the same, but because extensions are not properly supported yet it couldn't display the warning. Just a theory. Anyway, if you do encounter problems like that it's worth disabling your extensions and see if they're causing them. |

uBlock Origin is likely responsible.
Doing fresh install right now after muffing up at another try dual-bootin' Manjaro. Can't get the CUPS goin' there. Anyway, placing myself on Windows waiting list today for their upcoming official 10, i'm giving my all to test things a last time like Manjaro Linux and other things like Vivaldi beta before doing hopefully, one last "fresh" install prior to "d" day with Windows 10. Do have more serious work on hand too though... |

Had a look at Wilders, there's a µBlock block thread there, and there's mention of Origin disabling in Chrome and not being allowed to re-start until permission is granted.
