Default Help please - clip utility manager

I am a home inspector and I am trying to find a clipboard manager for Windows 7 that would allow me to organize clips into many different folders using a folder tree/nesting folders since I have so many categories. For instance

Attic->Framing->Trusses and then I would have multiple clips (boilerplate comments) inside of the folder called Trusses.

A typical clipboard manager isn't extensive enough for my needs.

Typical example: Instead of having to search through word docs for my boilerplate comments or typing them from scratch each time, I would like to be able to drill down from Exterior->Decks->Code Violations->Support/Bearing

and then easily be able to find and paste something like this:

Deck appears adequately bolted to house. However, the members of the doubled band at the rear of the deck are not supported as required by code (Photo #2) . This is a common error that was standard practice for decades (although a poor practice as the outer band is end-nailed into the ledger board and end-nailing provides little support as nails are subject to withdrawal over time). The inner joist of the doubled band appears to be toe-nailed into the ledger board or side-nailed into the outer band member but is not supported as required by code either.

2018 IRC R507.6.1 Deck joist bearing. The ends of joists shall have not less than 11/2 inches (38 mm) of bearing on wood or metal and not less than 3 inches (76 mm) of bearing on concrete or masonry over its entire width. Joists bearing on top of a multiple-ply beam or ledger shall be fastened in accordance with Table R602.3(1). Joists bearing on top of a single-ply beam or ledger shall be attached by a mechanical connector. Joist framing into the side of a beam or ledger board shall be supported by approved joist hangers.

It seems that most clipboard managers aren't organized in this way. having to search for a clip/boilerplate comment wouldnt work because I have about 50 comments for decks alone. Any suggestions or help would be very greatly appreciated!!!
