Default windows dual monitor software

I would like to be able to control which screen a particular software runs.

Which version of Windows: 7, 8, 10, etc? Many of the display/desktop options are be specific to some versions of Windows.

Windows provides the ability to move a window to a monitor. If you close the window it should normally reopen in the same position. So I presume that you mean that a program should automatically open in a specific screen whenever you logon.

I suggest that you have a look at these programs to control window placement as some can make a window unmovable. Just be aware that this article has not been updated for many years:
