Default Audio stream loss alarm

As net streams are prone to dropping and I record them sometimes does anyone know of a notification or alarm program that would monitor this for me? It could actually be a monitor of video as that is nearly always what I am recording or the audio from it. It seems cleaner to just monitor the audio as a video monitor would have to look for movement as the screen may just freeze. I'm using W7. Thanks for any ideas here.

EDIT: I just realized that this would be complicated by the fact that the speakers may actually be off so there would need to be a different avenue for the alarm to go through. One way I record is within one pc using OBS which would mean I would have the line output muted. Another way I record is using one pc for the source and another pc to record that source using an elgato capture. In that case the recording pc would need the alarm, but then there would have to be a way for that alarm to activate through that pc's audio. That audio would likely still be on as the elgato capture works in the background via an hdmi input.
