pdf program that does FORMS

I'm looking for a FREE PDF program that permits the FILLING IN of FORMS in the document.

Adobe Reader and every other PDF reader that I have used allows me to annotate (add text) to PDF files. If you want it to recognize the form fields then the list gets shorter but you still have options.
