I've tried quite a few image editors. But when it comes to these basic tasks such as resize, crop and save as other format, I prefer IrfanView. It's more than a viewer IMO. To crop an image, you need to highlight an area before selecting Edit and Crop Selection.

I like XnView best. To crop, simply highlight the region you want and press "Shift+X". I find it saves to some formats better than IrfanView does.

If you need to do advanced editing, then I suggest using GIMP. It is on par with PhotoShop.
