I am looking for a program that is able to both disconnect and connect an external harddrive/usb-stick.

I have tried USBDeview, but it only seems to be able to disconnect the usb-stick.
Do I always have to connect the usb-stick by first removing, and then attaching, the usb-cable?

No. Safe removing function prevents data lose only while information interchange is taking place.

May I ask, what devices are you trying to disable and re-enable?

USBDview can enable or disable any usb device if you run it as adminsitrator. Sometimes may happen you disconnect a system device and Windows re-enable it. It's normal behavior

Really appreciate your help!

USBDview - I tried that. However, I never got it to "enable" the USB-disks. Maybe I did something wrong.

I also tried something called DevEject. However, it always said that my USB-disks where locked when I wanted the program to eject them. At the same time, I found no problem ejecting the disks with USB Disc Eject (great program - unfortunately, it can't enable the disc.)
