It's Not in use. I have tried unlocker and it cannot remove it. I have also booted in safe mode and used unlocker. It still didnt work.

Restore that folder from the Recycle Bin back to the external hard disk. Then try to delete from there itself by pressing Shift+Delete, which will delete the folder without it going to Recycle Bin.

Or, use Unlocker to delete the folder from there itself.

That is quite an issue. It might be a corrupt file/folder. Did you try another program other than Unlocker? There are other similar software.

Hi,
If you do a little search for this, you'll see that this could be due to a number of reasons, amongst them corrupt recycle bin and malware.
If you can't rule out malware, you need to do thorough boot scans - you don't want your OS running.
You could also try:
MoveOnBoot

FileASSASSIN
http://www.malwarebytes.org/fileassassin.php
CCleaner (set to Gutmann)
http://www.piriform.com/ccleaner

Here are some links that might help you:

What's your OS?

It sounds to me like you might be having an issue with permissions which can depend on the OS you are using.

Something that you could try that I have used before in XP is to go into Folder Options and untick 'Hide protected operating system files'.
This will show the RECYCLER folder on your external drive.
Provided you have nothing else in the Recycle Bin that you might want use Unlocker to delete it, the next time you reboot it will be back but empty.
If this does not work the first time right click the Recycle Bin icon on the Desktop and turn it off for that drive, if it works then go back and turn it on.

Running chkdsk on the drives may help.

Problem sorted thank for all the help. The one that worked was to open the hidden files, The File was part of the reycle bin on the external HD so i deleted the entire recyle folder and my reycle bin emptied. I did use Ccleaner but it had no effect.

I did think of chkdsk, but due to a on going problem (Everytime i scan partition E: chkdsk completes with no errors then reboots my system and starts again on drive E: and continusly loops and the only way to get out of it is to boot to safe mode to break the loop) i decided not to use it.

But thats another problem thanks for the help

Glad to know the problem was solved. And thanks for posting back with the solution .

I have also changed the subject of this thread to reveal the issue in a better way. It will be helpful for others searching for same problem.
