Default Can't Forward uTorrent Ports

I have followed all the instructions on the optimizing utorrent article but I my ports are still not open. I am using port 50000, which is supposed to be okay according to the article. After following all the instructions I went to canyouseeme.org and it says

Error: I could not see your service on (IP address) on port (50000)
Reason: Connection refused

It might be something to do with AT&T blocking my ports? I would appreciate any assistance on this matter.

50000 is a good port only because using that port for uTorrent will avoid any conflicts with other programs.

An exception for that port, or uTorrent, needs to be made in any firewall, software or hardware (router), on your system.
Did you set exceptions for uTorrent in your firewall(s)?

"Connection refused" usually comes as a result if the program using the port is not open when the port test is done.
Was uTorrent open when you took the test?

Was uTorrent open when you took the test?
I have already set up an exception in Windows firewall. I followed all the instruction to forward the port on my router. uTorrent was on when I took the test.
