Default Dilema on start menu

This year I had to have Win 10 with my new computer. But I seem to now have difficulties arranging my start menu. As you know there are 2 start menus -
1: The main start menu C:\ProgramData\Microsoft\Windows\Start Menu\Programs
2: Your own menu which interlinks with 1 C:\Users\tsben\AppData\Roaming\Microsoft\Windows\S tart Menu\Programs
I like to organise my start menu with labels like broom cupboard. This broom cupboard has uninstaller programs, Cclean etc. I have one labelled Photography and all software relevant to that file goes in there.
My problem is with Win10 is consolidating the 2. I knew from past Windows I could easily drag and drop, regardless of which menu it came from. Its only me that uses this computer, so it won't muck up anyone else's menus.
If you have an answer would love to know how to simplify it. Thanks for reading
