Default Optical drives not allowing user access

I have two optical drives and when the user tries to access them, it give an error of drives not available. What can be causing this?

We will need more information in order to offer assistance including:
  • the OS details.
  • exact wording of the error message
  • if one or both of these drives will autoplay when a disk is inserted.
  • if the system has multiple accounts
  • if the drivers for these devices are correctly installed as per your system settings.

The OS is Window 7, it says the user is not authorized access and yes there are multiple accounts. The drives will work if the someone with an administrator level access logs on.
