Default Refresh rate

I changed the refresh rate through control panel from 65 to 75. Now I get no display. How may I change it back if I have no display to find the control panel?

Safe or VGA Mode??

It complains that the settings don't apply, but I think they are applied

From the article I linked to in my initial reply the method I would choose first would be to boot into safe mode, uninstall the graphics drivers, reboot, then either reinstall the graphics drivers or allow Windows to install them automatically.
