Default How to change language on Notebook from Dutch to English

FACTS: Notebook running Windows XP = NO CD access. Language - Netherlands

Am attempting to format drive to accept XP English. I don't speak Dutch.

1. How do I remove Dutch language to English.
2. How do I format the drive.

Thanks. The language is Dutch. Even after I have followed the instructions, based on the icons, when I get to language, the English (and it says ENGELS) - there is nothing for United States. Thats one of things I tried, Engels Canada & Engels Trinidad. Still does not change the main language.
