Default Forms and menus that hold format

Why do so many software writers forget to include code that keeps the format I set for a page? Many Microsoft menus (Task Scheduler is a good example; Explorer is another), open too squeezed to read. So I spend time enlarging the columns and making the format useful for me. All of that disappears when you exit the program. About a third of the programs I use do not retain format. Many other software programs DO retain the format of any page on which you are allowed to change the format. So obviously it is not a big deal to include the code. How to get all software people to do it is the big question.
