Angry overlarge window

Sometimes a window on my screen opens larger than my display, and I can't find a way to reduce it so I can see the control icons. Any suggestions as to how to reduce these monsters to a normal window size?

We will need more information such as details of your OS and the system or program windows that are opening too big.
