Default Deluge Settings - ISP Throttling?

Hello All,

I've been trolling the internet for a few days now and I've tried what seems to be a billion different combinations of settings in Deluge to get the best DL speed. Until recently I have been getting an aggregate DL speed of 6.7 MB/s (or 6700 KiB/s). Now Iím lucky to see 1.5 MB/s.

I keep getting a censor error while trying to submit to this Forum, and it won't tell me which word is being censored, so I'm including a picture of the full request. Please see the attachments for my settings, etc.

here - usually just use the default settings ..
- they seem to work the best, as playing with the settings,
didn't really achieve any better throughput. ..
