Default Global processor shortage?

So my IT department is having issues upgrading/replacing our old(er) Computers - at least the more powerful ones - due to an alleged global processor shortage. I've read about the memory shortage a good number of years ago as well as the GPU shortage in the last years, but I've never heard or read anything about a processor shortage. Have any of you heard anything of the sort or can I safely assume that this is just a lazy excuse from our fairly incompetent IT department?

There is an Intel CPU shortage;

JP Morgan says Intel's chip shortage is worsening and will hurt fourth-quarter PC sales by up to 7%;

Makes you laugh really. First they predicted tablets would kill the rest of the market and how did that work out for the 'expert' market analysts?

Now everyone is surprised that folks don't want to live their computing lives via a smartphone.

With serious child vision issues from smartphone use due to eclipse obesity I who knows nothing 'predict' there is life left in the real PC market for a few years yet.
Buy a Hoover and prove technology sucks.
