Try running Rkill. This app is designed to disable malware that many programs can't. The idea is you run Rkill (which can be run from a flash drive), it opens a DOS window then looks for anything that maybe disabling your system. If Rkill finds something it will disable it so you can then run your normal malware/anti-virus remover. If Rkill doesn't find anything you most likely do not have a malware issue.
