1. Go to Applications > Accessories > Terminal, to bring up the Terminal
2. Enter
sudo dpkg --configure -a into Terminal to configure all unpacked but unconfigured packages.
3. If prompted for password, enter the password you used when installing Ubuntu.
Then check again if you can run Synaptic Package Manager.
