I use SuperDuper to make disk to disk copies on Mac's all the time. I always thought it was free for basic functionality but pay for advanced features. A quick look at their website and I find this on the right hand side bar -
You can download SuperDuper! v2.6.2 right now and back up and clone your drives for free— forever!

and this near the bottom of the page -

Certainly not fully free, but the "clone forever" part lends me to believe that at least that portion of the software qualifies.
