Modern CPU's are designed to run under load and even at a constant 100% the fail rate is only likely to be a year or so less than normal which is still under the period most users junk their systems anyway.

Regarding fluctuation, no matter what the OS, things (processes) will stop and start as they are designed to do such as updates, mail checks etc., so there will never be a steady graph.

IMO the most unproductive time you can spend with computing is worrying about CPU and memory use, plus for Windows, how many registry entries you might have.

Just switch the darn thing on, play with it, install stuff and enjoy it!
Buy a Hoover and prove technology sucks.
