I know that others have had that problem but I don't know how to solve it.

The first step is to make sure the programs don't have a problem by doing a repair install:
Click on the Start Button and select Control Panel.
Under Programs, select Uninstall a program.
Double click Windows Live Essential.
Select Repair all Windows Live programs.

If the repair install then there are a few things you could check:
  • Does the dialog box appear in response to the polling interval which might be set to 30 seconds. It is usually set to much longer. This site shows how to check that: http://ca.huji.ac.il/services/intern.../pollive.shtml
  • It might be prompting because it is having trouble accessing the mailbox. Are you using POP3 on more than one device?
  • Try accessing the mail account using webmail and see if it is OK.
