By default Speedtest.net shows speeds in Megabits.

You can set Speedtest results to either kilobits, kiloBytes, Megabits or MegaBytes, through the "Settings" on the upper left of the Speedtest.net page

Info and a screen shot on this is in the guide. For the guide kiloBytes should be chosen as this is what uTorrent shows speeds in and it is what the upload cap in uTorrent is set to.

Personally I think either kiloBytes or MegaBytes as that is how speeds are shown by browsers and download clients.
But ISPs do advertise in bits, so that makes some sense also.
