The link in the article that points to the FBI scams, safety, and fraud schemes is well worth a visit, it's in the first paragraph of the article and starts with “419,”.

Note: two of the sites in the article, LeadsAndMail dot com and BuyEmails dot org gave error messages the times I've tried to get to the sites.
Update: The two sites, LeadsAndMail dot com and BuyEmails dot org, are back up. Both sites are rated red with a poor reputation by WOT.
I wouldn't visit either of the sites mentioned until their WOT rating improves.
