With Windows built in disk management tool, you can resize, create, delete and format hard disk partitions while Windows is running. For most tasks the disk management utility works fine with no need for additional software. I've used the disk management tool over the years for various functions, and a recent hard disk drive crash reminded me how convenient and useful many of the tools that ship with Windows can be.
When I ran across this excellent article about using the disk management utility in Windows 7, 8, and 10 I just had to pass it along. It's very well done, and what really I like is that it has directions for Windows 7, 8 and 10.
