There are some very good online services around which will allow you to manipulate PDF files, or convert non-PDF files into PDF format.
My latest discovery is SmallPDF, which you'll find at www.smallpdf.com
It offers a whole host of features. You can convert a document or an image file to PDF, for example, and you can even split, merge and rotate PDF files. If you've downloaded a PDF file which is locked to prohibit you from editing or printing the file, you can even remove that protection.
A subscription to SmallPDF costs $6 per month, but is free if you use it no more than twice per hour.

Adobe Reader now provides to Fill&Sign, Annotate for free, no other tool required.
For free merge i found a free tool called PDFsam. This can be downloaded as a zip file and the free features can be used. No internet required. No need to uoload sensitive PDFs.
I don't see a way to annotate a PDF, like with https://www.cutepdf-editor.com/edit.asp, or http://www.pdfonlinereader.com/WebPdf2/, or pdfescape, but very useful otherwise.
I've been happy with pdfescape.com. I use it to basically fill out forms-- since my chicken-scratch writing is so deplorable- lol.
I'll have a peek at smallpdf soon.

I have been using smallpdf since last year and I am convinced is the best tool kit available for pdfs.
