FreeMind is an Open Source "mind mapping" program written in Java that can serve as an outliner as well.

Functionally it's closer to KeyNote than NeoMem. It's slower than KeyNote but is more powerful for mapping complex relationships.

It is empowered with an easy-to-use hierarchical editor with strong emphasis on folding, often used for keeping notes and ideas as well as knowledge and content management.

The software is cross platforms and you can run it in Windows, Mac OS X or Linux.
