ESBUnitConv provides conversion among over 500 units in 20 different measurement categories.
It has a install version and a portable version for use on a removable or USB drive good for carrying around with you.
Most of the categories are the same as those featured by Convert. However, its category tabs are fixed and not customizable, and it does not have a custom tab for definition by users.
The Pro version of this program covers more than 900 units in even more measurement categories but unfortunately it is not free.
