From the same stable comes the Faststone Image Resizer. The name, though, is actually quite inaccurate, as it does an awful lot more than simply resizing images.
Yes, you can change the size of some pictures. Or you can add any image as a watermark, and choose the level of opacity. You can crop, rename, change the DPI, add borders, rotate, and much more. And you can do it to entire folders of images in one operation.

The program is malware-free according to VirusTotal and Web of Trust, and is less than 2 MB to download. It should work on Windows 7 and 8.x with no problem.
