All programs Windows organiser

I am often sorting out peoples 'All Programs' as well as my own.  When you go into Explorer you only see the files and the Windows software icons.  Is there something I can use that I can have two or more pains open that sees the software icons where I can drag and drop and organise it far easier than it is at present.  I do use Q-dir, an excellent free file manager, but like Windows explorer not good for organsing 'All Programs'.  I would have thought this sort of easy application and needed necessity would have been created.  At present it is slow and tedious.

Thanks amarillier, but I have just downloaded a new version of Q-dir and it shows the icons now and allows me more flexibility. Freecommander always seem to have problems, with Q-dir I haven't as yet found any.

Depending on what exactly you need, Total Commander (http://ghisler.com/) is one of the best, multi paned file managers, but it is shareware, not freeware. It has two panes and allows multiple tabs on each pane. Total Commander also does a LOT more than just file managing.

FreeCommander (http://freecommander.com/) also has two panes and allows multiple tabs - freeware, but it has less features than Total Commander.

For organizing all programs, I navigate to my Documents and Settings folder with one tab, then use the other tab to go to different folders within that, or within individual or all users folders and copy / move as needed.
