1. Do a Google search for "autoscroll". You'll find lots of information.
2. Most mouses (or is it mice?) have a setting for the middle mouse scroll wheel to be set to autoscroll. 3. Firefox automatically autoscrolls if you middle click on a blank area on a webpage. Try it out, you might like it. I don't.

That website has a javascript running because of which the mouse is able to autoscroll. So, you cannot achieve that effect on every website. You will have to try what kendall suggested.
