SMP Seesaw

Came across a freeware utility program called SMP Seesaw. To quote from the author description,

" SMP Seesaw is a utility for dual-CPU or dual-core computers that controls how Windows balances the compute load between the two processors."

The utility sounds useful so I searched techsupportalert for information about it but found nothing.

Has anyone tested/used SMP Seesaw? How does it compare with any other similar programs, if there are any?
