Portable Application Launcher organizes shortcuts into groups and categories and can be accessed via the system tray.

It looks nice but the only gripe I have with the way it looks is the scrollbars. It would be nice if these were removed and the contents of the window are made to fit or the window is resized. Also, there is no mention of licensing for this particular software on the page, is it freeware/open-source or neither?

There's already a Best Free Program Launchers page here (http://www.techsupportalert.com/best...m-launcher.htm) and many of the entries there are capable of being used portably.
Specific portable launchers I like and use include Pstart, the PortableApps.com program launcher and Find And Run Robot. I haven't seen Portable Application Launcher, though, so I'll take a look at that too.
