Exhttp://www.fcleaner.com/recyclebinex advanced cleaning options such as deleting from all user acounts and delete from the command line to schedual cleaning
They also offer a cleaning program Fcleaner that looks similar to "wipe" that may be worth a look. It Deletes Recycle Bin, Clipboard, Windows Memory Dumps, Chkdsk File Fragments, Windows Temporary Files, Windows Log Files, Recent Documents, Run Histories, Windows XP Search Assistant Autocomplete, Windows XP Old Prefetch Data, Other Explorer MRUs, Menu Order Cache, Tray Notifications Cache, Window Size/Location Cache, User Assist History, IIS Log also internet file also comes with a uninstaller and a startup manager the 2 together may outdo ccleaner but i havnt tested out Fcleaner extensivly. have not had any nag screens yet.

catappr: If you rarly use the recycle bin you might want to consider turning it off.
A program to emty the recycle bin is hardly important i agree. But the main reason i suggested this program is for people who have more then one user that logs onto there computer like myself. I wanted to clean my computer of unwanted junk before i made a backup. And i realised that the cleaning programs only clean for the current user. So when i backed up my computer it saved other users trash aswell. That is were this program saves time. Instead of logging into all the other users acounts to manually delete the recycle bin trash or notifying them that you are making a backup and they need to clean there recycle bin, you can clean it from the current logged in user. Not important (Like most progams) but time saving.
