It's a bit ancient and is limited to Win 32.

I learned about this a few months ago and have used it to reduce the size of the Start Button in XP, gives me more room on the Task Bar which is especially useful on a Netbook.
You could probably rewrite the OS with this but you would have to be very sure what you were doing with it. |

RedEdit does the same thing, and seems to be newer
