Default Resource Hacker

It's a bit ancient and is limited to Win 32.

I learned about this a few months ago and have used it to reduce the size of the Start Button in XP, gives me more room on the Task Bar which is especially useful on a Netbook.

You could probably rewrite the OS with this but you would have to be very sure what you were doing with it.

RedEdit does the same thing, and seems to be newer

XN Resource Editor is also an alternative but I like resedit more
