I think there are lots of scenarios where you will have crossover redundancy between programs or could make an argument for not needing one because you have another.
Certainly if folks feel they don't need a HIPS at all, but still want an effective two way firewall then Comodo (firewall only) is ideal. With a firewall only install you won't risk any of the problems often associated with having D+ running, especially if your system already has a few flaws in it. I'm currently using Linux most of the time now because my ISP's (small independent) has a resident hacker(s) who is/are hell bent on breaking into machines and no one seems willing to do anything about it On my XP partition though I'm now using Comodo with D+ and Ad-Aware Free which is the combination I feel happiest with.

I've just received notice from Greg Salvato at Privacyware about a quite significant update to Privatefirewall – v7.0.25.3, containing new features and Microsoft re-signed drivers.
RELEASE NOTES - 7.0.25.3, posted 9/26/2011 (http://www.privacyware.com/PF_support.html) - Added Restricted Rights feature which allows rights to be reduced for specific apps on the fly (via Process Detection Alerts) or via Privatefirewall GUI (Processes tab of Advanced Applications Settings). - Added log level control: Off, Low, Med, High. - Expanded max alert time-out and added user options to control length of time-out period. - Added ability to right mouse click event in FW log to add IP to the Blocked or Trusted List. - Addressed full-screen game compatibility issues. As yet the developers have not completed a full "gamer-mode" but spent a lot of time working with various full-screen games and are very hopeful that the modifications included in 25.3 will address the issues a few people have reported.

There was another update to PFW to version 7.0.25.4. Updated via the PFW updater.
RELEASE NOTES - 7.0.25.4, posted 9/30/2011 - Fixed defect in Restricted Rights feature (assigning limited rights to certain applications using alerts might inadvertently reduce rights for explorer.exe) -http://www.privacyware.com/PF_support.html MC can give you more details.

Unfortunately not. I received no email from Greg on this one so can only assume it's a bug they've discovered themselves and fixed accordingly.
